Requirements
Must:
- Minimum of 3 years of professional experience or a PhD
- Proficiency in Python ecosystem (Python 3.11, common data analysis libraries, unit testing practices)
- Mastery of Git
- Understanding of collaborative software development processes (code review, software forge, CI/CD)
- Knowledge of main machine learning libraries (Tensorflow, PyTorch, scikit-learn)
- Familiarity with generative AI models (large language models, diffusion models, etc.)
- SQL database querying skills (PostgreSQL) are a plus
- Ability to communicate complex technical concepts to a non-specialist audience
- Experience in writing explanatory notes for non-specialist public is an asset
- Experience with external partners (administrations and private companies)
- Ability to manage projects utilizing agile methodologies
- Experience in community engagement for formalizing shared positions on digital topics is an asset
- Participation in open source projects (maintainer, contributor, community management)
- Involvement in projects related to PEReN themes (online advertising, content moderation, minor protection, data management) is beneficial
- Experience in project management
- Work experience in an administration, independent administrative authority, or European institution is an advantage
Responsibilities
- Collaborate within a team of data science and AI experts on the annual PEReN roadmap projects
- Identify operational principles of algorithms on platforms (recommendation, moderation, ranking) and analyze potential biases through data analysis
- Study performance of state-of-the-art AI algorithms, including vision and natural language processing
- Design experimental setups for data collection on web or mobile
- Lead data collection, analysis, and exploitation tasks alongside project team members
- Provide expertise on new public policies through technical analysis of new French or European regulations
- Analyze arguments presented by digital platforms and communicate technical elements to government or Parliament members
- Engage in structural missions of PEReN: monitoring, state of the art, and development of cross-functional technical components (API models, etc.)
Description
We are the Pôle dExpertise de la Régulation Numérique (PEReN), a national service that provides technical expertise and assistance to State services and independent authorities regulating digital platforms. Reporting to the ministers responsible for economy, communication, and digital affairs, we combine human expertise and technological resources mainly in data processing, data science, and algorithmic analysis. Our goal is to deepen the understanding of information ecosystems exploited by major digital players. We also engage in research on regulation of digital platforms and tools, and are located in Paris, France.
